And what does not training cost?

There is no honest single number for that — but there is a statutory frame. For your obligations:

One incident is enough. Phishing is the most common way into companies; damage from successful attacks on mid-sized businesses is routinely six-figure (industry surveys, e.g. Bitkom). Awareness is the cheapest line of defence.

The most expensive item is in no table: without documented training, the management’s duty to organise is exposed when things go wrong — personal liability included.
