22 Jan 2026 SIA „Burde B.V.“Latvia: Burde B.V. fined for excessive prices for speed-camera software licences €24,199
The Konkurences padome (Latvian Competition Council) found that SIA „Burde B.V.“, the only distributor in Latvia of software licences for Gatso RT4 speed cameras, charged the state-owned company CSDD, which operates the cameras under a state mandate and depended on these licences, excessive prices from September 2022 to July 2023; within six months the price rose by around 260 %. It treated this as an abuse of a dominant position and imposed 24,199.25 EUR. The decision is not final.
An exclusive distributor supplying a locked-in customer must be able to justify price increases objectively.
