22 Sep 2026 Miljödata i Karlskrona AktiebolagIMY: 1.8 million SEK against HR software provider Miljödata after data leak SwedenData breaches and data security €160,053

The provider of web-based systems for sickness reporting, rehabilitation and occupational safety incidents was hacked in August 2025; the stolen personal data appeared on the dark web shortly afterwards. The Swedish data protection authority (Integritetsskyddsmyndigheten, IMY) found that, despite the high need for protection, there were no adequate security measures and no automatic real-time monitoring for attacks, assessed this as negligent and imposed 1,800,000 SEK.

What organisations can take from it

19 Aug 2026 Poliserv JG (PJG) SRLPhishing on admin account – Poliserv JG must pay 3,000 EUR RomaniaData breaches and data security €2,998

Attackers obtained the credentials of a user account with administrator rights through phishing and accessed customer data. The Romanian data protection authority (ANSPDCP) criticised the lack of technical and organisational measures and of regular effectiveness testing, imposed 15,728 lei (3,000 EUR) and ordered regular employee training, including on recognising phishing e-mails. Date = publication of the press release; according to the authority, the investigation was concluded in the previous month.

What organisations can take from it

Admin accounts need MFA, and all employees must be able to recognise phishing – the supervisory authority now expressly orders training.

Relevance to training and awareness

9 Jun 2026 Deutsche Wohnen SELG Berlin I confirms GDPR infringement by Deutsche Wohnen through tenant archive without deletion function GermanyData breaches and data security Fine

In 2019, the Berlin Commissioner for Data Protection and Freedom of Information (BlnBDI) had imposed 14.5 million EUR on the housing group because tenant data such as salary statements, bank statements and social security data were held in an archive system with no means of deletion. Following the 2023 CJEU judgment on direct corporate liability, the Berlin Regional Court (Landgericht Berlin I) confirmed on 9 June 2026 infringements of data minimisation and storage limitation; the press release does not state the amount of the fine set by the court.

26 Jan 2026 Sportadmin i Skandinavien ABSportadmin: 6 million SEK after hacker attack on club management system holding children’s data SwedenData breaches and data security €564,626

The provider of management software and an app for sports clubs suffered a data exfiltration by an external attacker in January 2025. The Swedish Authority for Privacy Protection (IMY) found that no appropriate technical and organisational security measures were in place before and at the time of the incident, even though the data processed related predominantly to children and also included health information (allergies, disabilities), and imposed 6 million SEK; in setting the amount it took into account the 2024 group turnover of the Lime group (around 685.7 million SEK).

8 Sep 2025 S-Pankki OyjS-Pankki: 1.8 million EUR over security flaw in bank identification service FinlandData breaches and data security €1.8m

After a new login function was introduced in the S-mobiili app in April 2022, a vulnerability in the identification service made it possible until August 2022 to access online banking and services requiring strong authentication using other customers’ credentials; misuse caused financial losses. The bank had introduced the function without sufficient risk analysis and testing; the sanctions board of the Tietosuojavaltuutetun toimisto (Office of the Data Protection Ombudsman) imposed 1.8 million EUR in addition to a reprimand, with a previous reprimand acting as an aggravating factor.

In April 2021, data on around 533 million Facebook users from 106 countries was made public, which unknown persons had previously linked to telephone numbers and harvested via the contact import function. Germany's Federal Court of Justice (Bundesgerichtshof, BGH) ruled that the mere loss of control over data already constitutes non-material damage under Art. 82 GDPR, considered around 100 EUR appropriate and referred the case back to the Higher Regional Court of Cologne (OLG Köln), among other things to examine the default searchability setting in the light of data minimisation.

26 Sep 2024 Police Service of Northern Ireland (PSNI)ICO: £750,000 against Northern Ireland police after spreadsheet error in FOI response United KingdomData breaches and data security €898,979

In its response to a freedom of information request, the Police Service of Northern Ireland (PSNI) published an Excel file whose hidden worksheet contained the surnames, initials, rank and role of all 9,483 employees. The file was visible for just over two hours and was deleted after almost three hours; the police assumed that it had fallen into the hands of dissident republicans.

What organisations can take from it

Before releasing any file, check for hidden sheets, metadata and raw data – a four-eyes approval process prevents such breaches.

13 Sep 2024 Croatia: 190,000 EUR against specialist hospital after loss of X-ray images without backup CroatiaData breaches and data security €190,000

In 2019, a specialist hospital in the Rijeka area (name not published) irretrievably lost patients’ radiological images because it did not make backup copies, and did not report the incident although management had been informed. The Agencija za zaštitu osobnih podataka (Croatian Personal Data Protection Agency, AZOP) imposed 190,000 EUR, including for a missing data processing agreement, call recordings without a legal basis and failure to involve the data protection officer.

What organisations can take from it

Backups are not a cost factor but an obligation – and a known data loss must be notified within 72 hours.

20 Aug 2024 mBank S.A.mBank: 4.05 million PLN for failing to inform customers after misdirected mailing PolandData breaches and data security €950,490

In 2022, an employee of a processor accidentally sent customer documents containing PESEL numbers, identity document, income and credit data to another financial institution; the envelope was returned opened. Despite a notice from the authority, the bank did not notify the data subjects because the recipient was ‘trustworthy’; Poland’s data protection authority (UODO) imposed 4,053,173 PLN and ordered the notification.

What organisations can take from it

Whether data subjects must be informed depends on the risk to them – not on how trustworthy the wrong recipient appears.

27 May 2024 Hvidovre KommuneHvidovre Kommune: 200,000 DKK after disclosing protected addresses of children to parents DenmarkData breaches and data security €26,803

Following a system change, both parents with custody gained access to letters from the municipal dental care service and automatically received letters containing, in some cases, protected addresses of the children – without any check as to whether the disclosure was permissible. The Danish Data Protection Agency (Datatilsynet) criticised the lack of change management; the municipality accepted a fine notice of 200,000 DKK.

29 Apr 2024 Res-Gastro M. Gaweł Sp. k.UODO: 238,345 PLN against catering company after loss of an unencrypted USB stick PolandData breaches and data security €55,102

An employee of the catering company lost a USB stick containing unencrypted data on a colleague, including PESEL number, passport data and salary. The risk analysis had not provided for the mere loss of data carriers, encryption was left to employees with only an instruction video, and the effectiveness of the measures was not tested; the President of the Polish data protection authority (Prezes Urzędu Ochrony Danych Osobowych, UODO) imposed 238,345 PLN (decision DKN.5131.29.2023, not final).

What organisations can take from it

Encryption of portable data carriers must be technically enforced – a training video alone impermissibly shifts responsibility onto employees.

Relevance to training and awareness

Handling portable data carriers and encryption

Missing or inadequate training played a role in the decision.

5 Mar 2024 EURO MINI STORAGE ROMANIA SRLEuro Mini Storage paralysed for weeks after cyber attack – 5,000 EUR RomaniaData breaches and data security €5,005

A cyber attack on the server paralysed the company for several weeks and allowed access to customer data. The Romanian data protection authority (ANSPDCP) imposed 24,884.50 lei (5,000 EUR) for insufficient security measures and ordered access logging with a retention period of at least 30 days as well as backups. Date = publication of the press release; according to the authority, the investigation was concluded in the previous month.

What organisations can take from it

Logging and tested backups determine whether an attack means days or weeks of downtime.

28 Feb 2024 Ελληνικά Ταχυδρομεία Α.Ε. (ΕΛΤΑ, Hellenic Post)Greece: almost 3 million EUR against Hellenic Post after ransomware attack GreeceData breaches and data security €3m

In a cyber attack in 2022, attackers obtained administrator access, disabled protective software, encrypted files and later published stolen data on the darknet. The Αρχή Προστασίας Δεδομένων Προσωπικού Χαρακτήρα (Hellenic Data Protection Authority) found that the postal company had not implemented the necessary technical and organisational measures or its own security policy and, by Decision 10/2024, imposed 2,995,140 EUR.

What organisations can take from it

A security policy on paper offers no protection – what is examined is whether it has actually been implemented.

14 Dec 2023 Natsionalna agentsia za prihodite (NAP, bulgarische Steuerbehörde)CJEU: after hacker attack, Bulgaria's tax authority must prove adequate security EU levelData breaches and data security —

Following a cyber attack in 2019, data on millions of people from the IT system of the Bulgarian tax authority (Natsionalna agentsia za prihodite, NAP) was published on the internet. The Court of Justice of the European Union (Case C-340/21) ruled that the controller must prove the adequacy of its protective measures, can be liable even for attacks by third parties, and that the mere fear of misuse of data can constitute non-material damage.

What organisations can take from it

After an attack, the company bears the burden of proving adequate security – documenting the measures protects against liability.

5 Oct 2023 EOS Matrix d.o.o.Croatia: 5.47 million EUR against debt collection company EOS Matrix after data leak CroatiaData breaches and data security €5.47m

An anonymous tip-off accompanied by a USB stick proved that data of 181,641 debtors had leaked from the debt collection company’s records; there were no systems for detecting unusual data retrievals. In addition, EOS Matrix stored health data up to and including diagnoses, data of non-debtors and call recordings without a legal basis; the Agencija za zaštitu osobnih podataka (Croatian Personal Data Protection Agency, AZOP) imposed 5.47 million EUR.

What organisations can take from it

Employees’ free-text notes can turn into impermissible health data – clear recording rules and monitoring of data retrievals are mandatory.
